What you're actually obliged to do about fire risk on your land

People assume fire prevention is the council's job or the CFA's job. On private land it isn't. It sits with whoever owns or occupies the property, and that holds whether you're living there, renting it out, running stock on it or leaving it vacant while you save up to build.

Where the obligation comes from

Councils have fire prevention powers under Victorian legislation and they use them. An officer can inspect your property and issue a fire prevention notice telling you what to do and by when. If you don't do it, the council can send a contractor in, then bill you for the work plus the penalty. That's not a threat we're making up to sell jobs, it's how the process runs every single year.

Separate to that, if a fire starts on your land through negligence, you can be liable for what it does to the neighbours. Insurers ask questions about it too.

The properties that get caught out

Vacant land is the big one. Someone buys 10 acres, plans to build in a couple of years, and the grass goes a metre high with nobody checking on it. The council notice goes to the address on title and if that's a city PO box it can sit unopened until the deadline has passed.

The others are absentee owners, recently inherited properties, and anyone who's just settled and hasn't worked out yet that the grass in Central Victoria goes from green to tinder in about three weeks.

What good enough looks like

In practice most notices come down to the same handful of things. Grass and fine fuel kept short, a slashed break around the boundary and internal fence lines, a managed area around the house and sheds, dead timber and rubbish heaps dealt with, and access kept clear so a truck can get in. Nobody's asking you to scalp the property.
